So I went down to my local DMV here in Oceanside California to pick up a CDL study guide to prepare for the hazmat test. All of the study guides were in Spanish. So I inquired as to where the English books were and they said that they were out. They have 2010 study guides but aren't allowed to put them out until the new regs become law. So much for getting a job I guess...most carriers around here want you to have the hazmat endorsement because they get a break on insuring you. I'm pissed!
I feel like I have been discriminated against. I've never sued anyone in my 36 years of life on this earth but I am wondering if I should start now?
Anyone have any suggestions?

that is in section 391.11 (2)...........
i find it galling that states are allowing the tests to be taken in spanish, or have interpreters for the non English speaking CDL test takers. at my school we simply DO NOT ALLOW spanish to english dictionaries. you either KNOW english, or you go to another school.......we ain;t about to have english 101 in our classrooms. and IT'S NOT against any law to do it this way,as WE ARE following DOT rules/regulations.
i feel that if the other than english tests are given, and the foreinger passes, then he (or she) can plead ignorance to the rules if pulled over at a scale house, making the DOT cops pissed off. do we need this for when we pull into a scale house, and we get harased........??

A spokesman for the FMCSA mentioned earlier this week or the end of last week that they are looking into English proficiency tests to be required for getting a CDL. It would be reading and speaking and would cover all states.

I just completed my school, passed! Had a student from Russia who somehow passed the written tests at the DMV office however when he was instructed to release the Tractor Protection Control Valve (something we all should know by passing the test) the student couldn't understand English. How he passed the written test I do not know, but the school dropped him for violation of 391.11.

i have the 2010 manual its got more info than previous one and also noticed that on the driving test it says something that if you cant pass the a pretrip in english and for driving part all the direction will be given in english and if you dont understand you ll fail
