dd13 cascadia, no jake brake

hey everyboy
got a 2013 cascadia with a dd13, unit came in with no jake brake function, the light comes on the dash when pressed on the steering wheel and the level switch for high and lo also lights up, not sure exactly how the electronic architecture works on these but, i have 12 volts to both sides of the jake brake solenoid so im assuming it needs to cut power to activate solenoid? i have continuity in the harness so im not sure what the issue is, the jake brake doesnt come on at all not even a little bit, pushing down the solenoid it will activate so i know the solenoid works and the rocker is not stuck, tried a different cpc and same issue, monitoring it thru our shop program it does not show "ON" when i left off the throttle as opposed to a different truck showing ON when the jake brake activates so it looks like the ecu is not allowing it to activate. the truck is an automatic so its not a clutch switch issue
