They (the general public) have done it to themselves. In the quest for ever cheaper and cheaper ####, wages have been driven into the toilet so far, that mostly that’s all you can get to drive a truck... knuckle draggers.

for the same reason WM does not want truck parking.....drivers leaving pee bottles, crap bags and other garbage..who's gonna clean up that mess?
until ALL drivers RESPECT others property, can we really blame them for throwing out drivers, or booting..??
