Do I NEED to surrender my cdl (paranoia diagnoses )

Yet another thread soon to be shut down. This person went on and on about his not wanting to drive, but still went out and got the CDL, and He's supposed to be going onto disability and he wondered if he had to pay back his state (or even the Fed's) for taking the money. He has had one, no wait 2 different problems, now he has a third medical condition.
