I've lived and trucked in California for over fifty years. I have never, ever, seen CHP or DOT come into a truckstop, a mill, or any other private property and just start inspecting trucks.
I have seen, usually in the Spring of the year, special inspections set up where farmers and other ag haulers can get their trucks inspected before the busy season starts. The inspections are publicized well in advance and usually take place in the harvest receiving stations.

Years ago. Before the “certified clean idle” decals started, I saw them writing tickets for idling at the truckstops in Ontario

I don't recall but one in a truckstop over the years and he got onto my fuel tank while I was in the middle of cabover paperwork. Everything was scattered and piled in a half circle.
"Hey driver, you see such and such?"
"Hell no, Just working on the company papers"
What do you mean hell no? You getting uppity?
Here we go....
Whats really interesting is that he went all the way deep inside the Foxboro Truckstop to ask me that. Of all the trucks in that property he has to pick me.
