I wouldn’t talk to him, I’m off duty on private property.

Unfortunately Pennsylvania is notorious for doing this, even in the truck parking areas.
Got a Level 2 back in 2015 while I was doing my pretrip at the Pilot Flying J in Carlisle. I passed but it wasn’t exactly how I envisioned my 10 a.m. that day(at that time I was working for Western Express). About 20 minutes later same DOT officer had a hotshot pulled over on the shoulder right outside of said Pilot Flying J.lol

Doesn't matter. That's just going to cause you more problems.

Besides. This guy probably just limped in off the road. Would love to see his log. To either prove or disprove his claim.

The text of the updated guidance dictates that “inspectors shall not disturb/interrupt any driver of acommercial motor vehicle in off-duty or sleeper berth status when legally parked for the purpose of conducting a random inspection.”Nov 13, 2018

“I want your badge number, and supervisor, and we’re going to document this with video evidence.”
Inspectors told not to disturb drivers during off-duty hours

It’s not law, but I’d submit it to CVSA.

Yes they use to call the one who worked that area heavy "lurch". because he was a giant. He pulled me over on the shoulder to inspect me on I-81 around the 45mm. He hit my buddy at that same Flying J.

The tricky part is the driver is literally behind the wheel,so in their eyes that would constitute as being on duty/not driving.
