    The fact of the matter is 391.11 is the Fmsca regulation that states English must be proficient to have a CDL in this country and thankfully we’re about to see enforcement big time of it in my opinion based on what I’m seeing … And the folks in this country that have a problem with that I wanna look in the mirror to see the problem because this is outright a safety issue putting the motoring public at risk

    Technology is at a all time high, yet crashes and dangerous driving still is.

    If I go to Poland and can't read the road signs, It's my fault only. Same applies here. I have met some first class immigrant Trucking hands. I have met some American born idiots in trucking.

    But me giving load securement directions or driving directions through "Google Translate" is a problem.

    Do things right, I'll welcome and help anyone in the industry. Do it wrong, I'm less inclined.

    And the reg havent been enforced since 2016. That means through Obama, Trump, Biden, and now Trump again it has NOT been enforced.

    Why?

    I havent been able to find out. The ONLY thing that make sense (to ME) is that someone challenged it and rather than fight it out through the courts they decided to no longer enforce it. That is my opinion only. But the simple truth is it HAS NOT been enforced through 4 administrations (including all of Trumps 1st administration) until now.

    And how EXACTLY are they going to enforce it now?

    The only way to FAIRLY enforce it would be to stop every single truck, every chance they get, and test them. Over and over and over until they "catch all the bad guys"...

    Do YOU want to be stopped over and over and over ???

    I sure as hell dont. Be careful of what you wish for. And to what end? Trumps people can only point to 2 (TWO) cases in the past 6 years where a CDL driver not being able to read the signs has caused a fatality...

    TWO -- In SIX YEARS.......

    The regulation wasn’t enforced because of an executive order putting by someone who was in office in 2016…

    You are not correct. And even if that WAS true, why didnt Trump reverse the order in 2017?

    Here are Obamas executive orders (28 pages of them)... Show me which one you are talking about:

    Edit: They are in reverse chronological order. I looked through all of 2015 to Jan 2017. So please, enlighten me.

    The Bill of Rights gives us a declaration of god-given rights not American Rights. If they're god-given then they necessarily apply to everyone. There are some amendments which do differentiate between citizens and people but most do not.

    Idk. Maybe because it wasn’t on his radar. Maybe because the previous transportation secretary didn’t want to fix it. Maybe because she’s married to Mitch McConnell. I doubt Trump knew about the problem. Most people outside the industry don’t

    What exactly is the "problem"... You havent answered that. 2 fatal accidents in 6 years due to someone not being able to read the language. Please state exactly what "the problem" is...
