In short, before you get your hazmat endorsement, you must have completed your CDL (pre-trip and all)
Longer version:
This morning I went to my local DMV, to get the hazmat endorsement. I had an appointment and it still took over 1 hour before I could take the test.
After I finished and passed my test, I was told, that I must go to a different office to get the finger printing done and I must do so within 30 days.
No problem, I drove to the DMV they told me to and got into the waiting line. 40 min. later my name was called and I got in front of this lady.
Me: High, I'm here to get fingerprinted and apply for a hazmat endorsement.
Lady: do you have your CDL?
Me: I have the temporary driving permit.
Lady: that won't do, you'll need a completed CDL
it went on a little further and I ended up going back to the first DMV to talk to a supervisor.
Your regular government employee who just doesn't give any answer and isn't responsible for anything.
I was never told by the first DMV, that I would need a completed CDL, otherwise I wouldn't have wasted my time, taking the test.
My class starts in 2 weeks and is a 320h course (9 weeks). that means the 30days will have expired and I'll have to take the written test again. In addition, I will have to pay the $10 for retaking the test.
Learn from my mistake and finish your cdl, before you take the test to add hazmat.
Does anyone know, if it would help complaining to the directors office of the DMV?
Help meaning: All supervisors in all DMVs should let their people know, to inform hazmat test applicants, that they must have a finished cdl within 30 days, otherwise they just wasting their time and money.

I other countries you need 2 years experience to be able to handle Hazmat

In Michigan you have to get your finger prints and background check before they will let you take the test.and that can take up to thirty days

I just finished my Hazmat and Tanker test in DMV, Clearwater,FL last week
I already had CDL . They my short form, passed vision , then test , then fingerprint , finished with everything in about 2 hours,
Tanker endorsement you get right on a spot . Hazmat after you have been approved from Tallahassee office DMV , they will check your background. Paid 141$ for everything. 135 for background and 6 $ for tests -
In il u need to pay Atleast 100 or 80 I forgot, fingerprint, get confirm letter, test and then it's on your license, I'm not even sure they even allow permit to have hazmat . Every states different

should have told you this before you took the test though.That's who I would talking to,the one that gave you the test.She's suppose to know these things.Tell her you want your money back.. -
It's completely ridiculous that something that's supposedly controlled by the Federal Gov't is screwed with so much by the states. Here in VA you just go to the DMV and take the test. When you pass you go back to the counter and get fingerprinted and then you wait for TSA's nonsense. Really no reason for other states to make you go elsewhere for prints OR to ask "permission" which is obviously made up since many states don't do it.
To the OP: YES! Complain! If that's the way FL does it then you shouldn't have been allowed to test. They screwed you out of money plain and simple. COMPLAIN! Do it professionally and preferably in person. You may (should) be able to get the next test waived at least as far as money goes. Being State gov't don't expect much but if they don't do anything for you I'd also file a complaint with your states Attorney General. You'd be amazed what that can do when you have a legit complaint. Be realistic but don't just lay down for them either.
