Wow. So, that's how they're going to do it. So, outside of Prime, your friend has nothing issued to him from ANY state regarding a CDL, or a permit? If that's the case, if he quits Prime, he's SOL.

Wow, a lot of misinformation, assumption and mass panic in this thread.
That exemption has nothing to do with his status as a CDL-A holder. It's an exemption that allows him to drive the vehicle without the trainer in the jumpseat during the period between him passing the CDL test at Prime's location and him arriving in his home state to turn in the passing scores...
So yes, he has his CDL. If he wasn't sure what the letter was, he probably should have asked the question when he received it. Not a good idea to not ask questions about things you're unsure about in this industry.
As far as his DAC, if he leaves Prime before he gets on a TNT truck then there won't be anything disparaging. If he gets on a truck and suddenly leaves while under a load and compromises a customer's freight, then yeah, probably an abandonment is going to pop up there.
As far as my advice for making the jump to the oilfields, probably a good idea to stay at Prime for a few months to see what this industry is all about before tossing yourself into the fields. That's a whole different world. -

Here's what the letter is - At PRISLC the student tests at location, the passing scores are entered into a system called cstims which is how the DMV receives the scores, and then the student has to go to their home state to take care of the administrative side of things. They don't do the letter of residency thing like SPRIMO does (not sure if they still do).
The exemption allows the student to drive as an A holder without a trainer in the jumpseat between the time they pass the test and the time they get to their home state DMV. -
TNT training sounds like it would be a dynamite job.
