I was under the impression you had to be using an AOBRD prior to the ELD mandate going into effect in order to be grandfathered in for an additional two years.

 

You are correct in that.
He can get an ELD, but unless he is adding trucks or replacing a broken AOBR he can not get an AOBR legally.
Even then, it still has to ne ELD hardware, but can run the AOBR software on it.

May a motor carrier that installed and required its drivers to use an AOBRD before December 18, 2017, install and use a registered ELD-capable device that runs compliant AOBRD software after that date?
