That’s different. Naval or military entities typically have sovereign immunity. But cruise lines don’t.

Chinese passenger trains "cleanup" ankle deep trash in the aisles by sweeping it to the end and dumping it along the tracks. Piles of plastic garbage on both sides of the tracks for 1000's km

They stopped doing that in China, but in India, on Indian rail trains, they still do it plus poop in the aisles then track it all over the train.

Dude, I haven't traveled on a train in China since the 90's so I'll take your word for it but below is my experience. This is the lowest class of passenger travel called "hard seat". This is a from an article from 2014.

Bedbugs, Blood, and Trash: Photos of the Most Disgusting Train Seats in China

All that garbage went right out the window at the end of the train car.

Probably was that way in the 90's. They're doing away with all the old slow hard seat trains and everyone is forced to ride the new high speed rail.
I only rode the hard seat one time and that was just a short distance. Other times we used the sleeper cars and had a private room. We ate in the dining car or you could have it brought to the room.
The sleeper/private room cars used a shared bathroom; men/women. It was nice too; wall lined with nice sinks and mirrors.Early morning go in there to freshen up before breakfast and the place would be full of women wearing only underwear and flip-flops.
That old 12 or 14 hour train trip is now only 5 hours on the new trains.
This picture below/left is what we used on the slow train. I could get the wife and 2 children in there and close the door and it was ok. I'd sit at that little table and drink coffee and watch the scenery through that picture window.
The other picture is the open berthing, but we didn't use that type; no privacy. They're getting rid of these trains now though and using the fast high speed rail.

The quickest “fix” is to go back to glass bottles and limit all the plastic nonsense that encases everything
