Do you NEED a hazmat endorsement? Or are you just getting one to get one? As far as the order, no idea. If you have a not to busy secretary of state office nearby, run in and ask.

When I took the HAZMAT test,this is the order I did it.
I already had my medical card, and my learners permit from the school I was attending.
When I went to the DMV to take the HAZMAT written test, they told me I had to take the fingerprint/background check, and wait for the results to come back (which takes about 2-3 weeks) before the DMV would even let me take the HAZMAT written tests.
When the fingerprint/background check came back, I went to the DMV and took the written test and passed.
But I still only had my learners permit,so the DMV could not add the HAZMAT endorsement to it. The State DMV, kept the results of my HAZMAT test on their computer, and I had to wait until I passed my state CDL road test. After I passed my CDL road test, the DMV gave me my class A pemit, and they added the HAZMAT endorsement to it. -
In Ohio I took the written HAZMAT test the same time as all the other written tests, then I went and did the background check and fingerprint.
The state won't add the endorsement till the background check is done.
I don't know maybe every state is a little diff.
I would suggest you get the hasmat endorsment even if your not sure if you'll need it. That's what happened to me, I was hired by a tanker co.

It does vary state to state . You need to call your state DMV . In KY you have to pass the background check before they give you the hazmat test . They figure they are wasting their time testing you if you don't pass the background check .

Mine went like this (North Carolina)
DOT Physical
CDL Test (received Permit)
School
Haz Prints
Fingerprints (one week before Graduate)
Road Test
License with HM Endorsement
I sent in my HazPrints online on 1/16/09, did my fingerprints on 1/23/09, and then when I went to the DMV on 1/29/09, they asked if I wanted to take the HazMat test. I told them that I hadn't received my letter from TSA yet and they told me that on their computer, it was already approved (nice surprise). So I took it and got the endorsement when I got my CDL license. Another thing, I got my letter from the TSA yesterday (2-4-09), so apparently the DMV knows about it long before you get your notice.
Not sure if it works like that everywhere, but that is how my timeline worked out.

Mine went like this in Arkansas in 1971 . I moved from MA to AR and when I got my AR license asked for a chauffeur's license . I could drive anything with that . When they started the CDL program I grandfathered in . I started driving OTR when I was 23 . '73 International 4070 cabover with 318 Detroit and 13 speed pulling a 42' reefer .

In Indiana it's take the test, then go get picd and fingerprinted, then they run your background check. Takes 30 to 60 days to hear back from them. I was just at the BMV a few weeks ago and that's what I was told by the BMV girl.
I aint going through all of that crapola myself. I just won't run HAZMAT anymore. Placard loads are a red flag to the Diesel Bears when they're hungry, which is most of the time.
I'm looking for a smaller outfit to hire on with. One with no bs or hazmat loads
