That would be the freight bill invoice. It was billed and sent over and paid with no questions asked. Actually, in this case 3 invoices were billed and paid. Still not seeing how you think a person working in what is essentially basic data entry is expected to catch these things.

Except no employees were. Independent contractors were giving gifts. Still illegal no doubt, but very difficult to prove any one at louisville knew about this going on.
Now my gut says, ya someone probably knew. But i have seen exactly zero evidence to that effect. As it stands there is enough of a reasonable doubt that unless new evidence comes to light, there is no reason to suspect anyone employed by the company knew what was up. -

What is so hard to understand? They paid a bill, they didn't send one. It was the Feds that found it the journalist just reported it.

Now granted i haven't had my coffee yet and my sleep schedule is all screwed up out here in the Rockies but i just reread both linked articles and didn't see the words expense report I either of them. Are you talking about the hunting trip?

No you can't. But you can with every other customer. So its not out of the range of reasonable doubt that the girl working in the office unintentionally reimbursed it.
