    i was told having intrastate cdl you could cross over river into another state as long as your going to a port on river can anyone verify

    Nope. Heck, you can't even haul that container from the port as it's the load that matters, and the load obviously came from out of state.
    So you can't haul from a port for 2 reasons.
    1. You are crossing state lines so it's not legal.
    2. The load is crossing state lines so it's not legal to move with an intrastate license anyway.
