In order to meet the short haul regulation he has to return to his home domicile at the end of his shift.
The way I read the OP's post, he's not simply going out over 100 air miles and then coming back, which is the exemption you're all pointing at. When he said he goes "over the road" I assumed he's staying on the road a couple days a month.
That disqualifies him from the short haul exemption, and demands him to have copies of his logs from the previous 7 days, even if they were spent local.

Sorry I guess my original post was confusing. If I go farther than 100 miles I still come back to the shop at night. No overnights out on the road.

He CAN NOT claim the exemption when he goes outside of the 100 air-mile radius. Just like he CAN NOT claim the exemption if he doesn't return home that day. ANY day that he does NOT qualify for the exemption, he must fill out a record of duty status FOR THAT DAY. He does NOT need to go back and recreate driver logs for the previous 7 days if he had been exempt on those days...which is what the guidance states. If I work 12 hour days, return home, and don't go past 100 air-miles for 3 weeks and then accept a run that will have me out 3 days, I only need a log book for those 3 days I do not qualify for the exemption. That's what the guidance says.
Granted, it would be a good idea to have a copy of your time card with you to prove you aren't over your 70, but again, according to the guidance, you do NOT have to go back and recreate previous days logs when you were exempt on those days.Scalemaster and CasanovaCruiser Thank this. -

The recaps/total on duty time for the past 7 days is what has to be shown regardless.
As far as keeping logs of the days I was wrong. It appears you don't actually need copies of them. Just total on duty time for your current days when logging becomes mandatory.
Does that make more sense? -
I had this discussion with a dot officer.
He said when ever you drive over the 100 mile exemption it triggers running a log book and then running a log book triggers you must have the previous 7 days.
So I don't know....... -

and have it with me when I go.
I am not 100% sure it is even required based on the guidance but it takes about five minutes to fill out and seems like a good idea. -
