That's what I'm thinking. It can't be too expensive. Buy one & change it. If the old one is still good then keep it for a spare. But I bet the bearing is going bad.

The red one is the tensioner pulley. I would bet the bearing is bad. If soap quiets it, there is too much rolling resistance in the bearings. A cheap and very easy fix. Shouldn't take 15 minutes, including getting out tools, changing pulley, cleaning tools and washing your hands.
