Everybody has the pet theories but the truth is nobody knows. When's the last time New York City saw much snow at all? Let alone packed snow on the road. Last big storm I saw was 2017 and they use plows.

Where is there ever a foot of snowpack on the road? If there's a foot of packed down snow on the streets of NYC, then that would be one of the worst snowstorms in history and nothing is going to be moving until the bulldozers and snowplows come out.

New York City is the only place where it's made obvious. Warehouses stuck behind 12 ft 6 bridges all over the place. Long Island practically bisected by a 12'6 rail bridge.
