I drive I 40E in TN just about every other day going up the escarpment in Cookeville. Sometimes loaded running about 45 to 40. When empty I can run governed at 65. Is passing okay at close to the top of the hill even though you know they will pass you?
If you can pass easily, would you? Or slow down for the 2 or so miles to be polite?

There are actual laws here in cali, you must be moving at least 10 mph faster to pass, you must complete said pass in a mile and a half, by law. Personally I do not pull out in front of a on coming vehicle if they will have to slow down, I wait till its clear. My Pete has a 18 ehind a 550 paccar. And we are either 79800 or better or mt at 24500.

It's a judgment call. If you pass on the uphill empty knowing you will be passed again on the flat, why bother with the hopscotch routine? Now, if you can pass and stay well ahead then go for it. Hotscotch passing just exposes more risk meaning more time two trucks are sitting side by side passing each other waiting for a blowout and drift into each other.

Me personally? If I knew they were gonna blow my doors off when we crested the hill I'd back off and follow. But I'm paid by the hour so I'm never in a hurry.
