Here's the situation.
This is a linehaul/ltl run. Denver to Wamsutter and back.
I was driving from Denver to Wamsutter, WY one night last month. I-80 closed down east bound at Elk Mountain due to a wreck and winter conditions.
WHP shut down I-80 EB from Rawlins to Laramie. They blocked the highway off at Sinclair. They would not allow anyone to use US-30 from Walcott Junction to Laramie to go around the accident.
So I was able to make it to Wamsutter as the westbound side was still open. While sitting there on my 30 min break, the highway re-opened fortunately and I made it back to Denver just fine.
Now, my question comes here. Let's assume the highway had not re-opened and it would have remained shut for the rest of my 14 hour clock. The hotels in Wamsutter are full and/or do not take a lodging card so no lodging is available.
My question is: Can you go on PC to Rawlins to get a hotel room in this scenario?
I still had ample time on my 14 hour clock (8.5 hours) and 5 hrs 37 mins of drive time left on my 11 hr clock. And 37 hrs on my 70 hr clock.
The nearest hotels are either in Rock Springs or Rawlins.
The FMCSA states during highway closures you can get to the nearest safe haven BUT the PC rule states you cannot advance the load.
But since I'm on a linehaul run and I didn't start my run from Salt Lake it wouldn't make sense to go backwards to Rock Springs. But going to Rawlins technically advances the load to Denver.

Now the Safe Haven rule does not apply to PC. The safe haven is only if you have hazmat (which I didn't that night), BUT you can use the adverse conditions rule, however I don't see where Adverse Conditions and the use of PC intersect.

Adverse conditions would have got you 2 more hours.I have seen day cab trucks drop the trailer at at truck stop,PC to a hotel ,then come back the next morning,hook up and go.

It says the Nearest safe haven….indont see where direction of travel should enter into it
I am more than surprised though considering your run and frequency of issues up that way…your company should have x amount of rooms on reserve

Adverse Driving Conditions
Drivers are allowed to extend the 11-hour maximum driving limit and 14-hour driving window by up to 2 hours when adverse driving conditions are encountered. -
STOP USING THE WORDS SAFE HAVEN, IT DOES NOT APPLY HERE NOR ARE THEY MENTIONED IN THE FMCSA GUIDANCE FOR PC.
HERE IS WHERE THEY ARE MENTIONED - Safe Haven - FMCSA Rule 397.5 Attendance And Surveillance Of Motor Vehicles: The FMCSA requires that motor vehicles carrying Division 1.1, 1.2, or 1.3 (explosive) material must be attended at all times by either the driver or another, qualified, representative of the motor carrier operating it.
No, because you have hours left, and it is used when you will run out to go to reasonable accommodations to rest. You are not in need of a reset with rest with hours avalible to you to travel back to a location where you can rest.
