I seen plenty of people walking on the shoulder or the grass, not once have I thought they were drunk or suicidal. They all were just minding their own business so I mind my own.

The only reason a person would get arrested for walking down the side of the freeway, is if they are doing something else illegal.
The cops just will warn them to get off the freeway, and often drive them to the next offramp, or if they actually have a problem like car trouble or out of gas, will get them to a gas station, or get the Freeway Service Patrol on the way.
And while I guess the original question said "highway", I answered about "Freeway", Expressway, etc, where it is fenced and clearly signed for No Pedestrians or bicycles.
On a highway with no such rules, I would only report someone who is wandering in the lane, or at night in the rain wearing all black walking the white line (I have almost clipped such people before...), but then it is just a safety check by the cops, and they will likely get a ride towards their destination out of the deal too. (in my experience, from listening to the scanner for years) -
Back when I used to deliver pizza for a living I lived one town over from where I worked. Two or three times a week I would walk to and from work along a US highway about 12 miles each way.
Would save about a dollar in gas doing that and lost about thirty pounds over a six month time period too. -

Though yes there were times I did walk it to the customer. One time I was unable to get the gate to open to one of them fancy community type neighborhoods so I climb over the fence and run about half a mile to the guys house. The customer only tipped me three or so dollars but on my way back to the gate there was another resident who had seen me hopping the gate earlier and he gave me $20, said something about how pizza boys aint paid enough for such crap.
Just like in trucking or any other job, you got to just do whatever it takes to get the job done. -

I mean how crappy do you have to be to freak out about something on a shoulder. Amazes me how ppl kill so many tow truck guys & hit cars.
I usually walk facing traffic so I can watch ppl. -
As far as People on the side of the road, no blood I leave em be. Once in a while I would work really hard to save their lives. And they know who they are. My last one was a rider of a bike, I missed him by this much and the trailer less than that. I doubt he has balls to continue riding after that. I know I would not. It's not intentional.
If they are drunk or suicidal etc... it's on them. I'll do what I can but... God decides who lives and who dies this day. It's the same philosphy I use against the bad guys when they decide to commit a crime as a concealed carry. I literally do not have a burden of choices to make. Certain actions are automatically going to kick my training in. Just like it was for trucking.
That does not mean people are smart. Some are flat stupid and should not be allowed to live another day being so stupid with some of things they did. One contractor in Ward on the old 67 pulled into my lane for a head on tease with me and my concrete ready mix from Razorback. What I should have done, is turn around follow him to our plant and then get a pipe and beat it out of him. I hate stupid people who play games like that in front of a tanker at speed. To this day I still want to beat it out of him. Im over it.
Next time I'll just allow him to smash on my front end in my lane. Not going to worry about it.
Excuse me while i pour coffee and wonder why I get cranky and mean dealing with stupid people.
