    I used to run a toy D9 on top of a couple of wood ramp blocks on my low boy. Had an Undersize Load sign on it too lol
    I would have been fine since I ran two of my biggest chains Xed across the blocks with 4 binders.
    The dozer was attached onto the top of the chains with 4 zip ties, but I suppose I might have had trouble since the zip ties don't have load ratings printed on them... Darn.

    It was before camera phone days so I don't know if I have a picture of it anywhere, haven't seen any recently anyway.

    Though this thread is a little old, I'll try to answer the OP question....why a placard if it's not a placardable amount?

    The purpose of a placard is to communicate risk. It lets emergency personnel know what kind of product the trailer is carrying if the driver is incapacitated and the paperwork is not readily available. The reason you don't remove the placard from an empty trailer is as others have said, there's still residue of the previous load in the trailer. That helps emergency personnel, but more importantly it tells someone that that trailer had product X on it previously, and prevents that trailer from being loaded with an product that is incompatible with it. Sodium Hydroxide on top of Sulfuric Acid, for instance.. Yes, that's what previously contained BOLs and washout tickets are for, but it's the first line of defense right at the yard.
