I would still bill them as normal. If the rate con doesn’t say anything about being responsible for paying for the unloading crew, then file on the brokers bond after 30 days.
What kind of product was it? Hopefully it wasn’t something exempt.

Sounds like it's company driver time . I can't think of the last time I didn't have phone service, im a 48 stater too. Iv got verizon , ditched AT&T 2 years back

If you are going to be in the JIT business, you might want to look into getting a more dependable truck.
You might want to look into only hauling loads that don't have a specific delivery date.
