Investigators say Withrow was traveling 77 miles per hour in the 55 mph construction zone and failed to slow down before striking a rented 2020 Chevrolet Impala that was slowed in the right lane. i don't get how he was able to be let out on bail. they did a search of his background, and they didn't see he was already ON PROBATION..??? that alone, should have kept his arse locked up. some laws some states have.
