    A regular 3 axle, just dump the air bags and chain up the front axle and voila, you have a 2 axle now.

    That was Maryland’s take on it when I was pulling lowboys and still paying cash at tollbooths. They looked to see if any axles were lifted, and you only paid for the ones on the ground.

    Doesn’t matter on the PA Turnpike though. They actually do it the right way and charge by weight.
