Bull. It's 100% on the driver to not put the vehicle on a public road until it's legal.

Myself, i would expect a brand new tractor and trailer for every load. And if a big bug splatters on the windshield, i'll be needing a new tractor.

The other side of that coin is that a DOT inspector can find something illegal about just about any piece of equipment on the road if he puts his mind to it.

    There's a happy medium, somewhere.

So again the OP vanished, and of course, this thread is meaningless, we are not stupid and need something called details so like I said this is like if someone asked a question "I have a cat, and my cat eats my food on Sunday morning when at work sitting upside down, but my closet has a monkey in it and my gas stove won't work if I plug it into the refrigerator"

He refused to answer a simple question..

“What was the reason that you put the truck oos?”

“I only put a truck OOS for anything that a DOT officer can write a DOT violation for. If it can affect my CDL license, PSP, or MVR.”

Must have been something trivial and was too embarrassed to give a straight answer.

I suspect he’s a brand new by the book driver. Thinking the DOT is hiding behind every bush waiting to end his trucking career.

He's still on the site. He just didn't like the answers he got here.
