Theres a federal law that says they cant stop an out of state truck and subject it to their state laws. Oh but wait they just pick and choose what laws they want to enforce.

the federal Clean Air Act, “which pre-empts a state’s ability to regulate emissions in other states

So don't sell to those meat plants.

Problem is they want to sell their product, and California has a lot of buyers.

Ever wonder why every high school American History text book heavily features the Mexian American War and the Alamo? It's because Texas requires it, so text book publishers include it by default so they can sell in that market.

Believe it or not, this is the free market at work. It's not different than if Maryland required all sodas to use cane sugar and not corn fructose. Soda companies would have a choice to sell to that market or not.

    "AYE, there lies the rub"

People like to say the environmental regulations are business killers, but they're really not as evidenced by their spread to states that are economically robust.

The Clean Air Act does not restrict the ability of states to regulate out of state vehicles, which is what you claimed. It only prevents states from reaching across state lines to regulate polluters in other states. Once you enter a state you are subject to the laws of that state. That includes the laws regulating emissions from vehicles. Surely you know this.
