My understanding is that in most states, if they CDL test in an auto, their have an "Auto Restriction" on their CDL and as such can't be in a manual anyway.

As it should be.

Honestly, as an instructor I preferred to have the students that have never driven a manual transmission before, it is easier to teach them how to shift a big truck that way. I have spent hours arguing with students about how they think it should be done because that is how they do it in their Honda Civic. The worst one ever was my own father in law, he has held a cdl since before they were called cdl, retired from the Port Authority then wanted a part time winter job with PennDOT driving a plow truck. All our plows were 8,9, or 10 speed Eaton and he could not grasp the concept of how to shift, kept telling me I was doing it wrong, in my own truck none the less, yet he is the one who never drove a Road Ranger before. Needless to say, he couldn't grasp the concept and did not pass the road test.

I talked to one of the new drivers from the company i use to work for and he told me the school gave them the option of which transmission to learn and test in. He said if they failed the road test they charged them extra for a retest. So almost all students went for the automatic. And there's no restriction on the license.

Only some states put the restriction on the license. Not all are on board. Arkansas is another example; take the test in an auto you don't have an auto restriction.
