I thought a steer was 6/32 -4/32 for drives, and 2/32 for trailer

I just looked it up. According to the FMCSA its 4/32" on steer tires and 2/32" on the rest.

Do you have a safety department? Or even a safety manager to call?

Let them know that you have an illegal tire and dispatch is refusing to get it fixed.

I would share this photo with the dispatcher. If the dispatcher still insists on you rolling, then report that jerk to safety.
