It's about risk. Injuries on the job and workmans comp claims are very very expensive.
A company has every right to lower their risk exposure by doing thorough physical exams. It's really no different than choosing not to hire a guy with a lot of speeding tickets or accidents, the same basic philosophy about risk exposure.

Ok an examiner can tell if you are faking it trying to pass the physical test pretending that you have upper body strength that you don’t. Weak biceps are really easy to detect.
