I think there was a failure to communacate here.
The headboard and net are required by law to be able to withstand a certain% off the weight off the load.
    Then they look at friction.
The more friction, the less straps/needed to secure the load.
That is calculated with a formula.
Get the friction wrong and you might end up with a load needing 50+ straps.(there are documented cases where the local DOT have put trucks OOS until that was done)

A lot off newbies look at this site(TTR)
ALL i wanted was for them to think about how they secured before we have another picture off a truck with the cab flattend by a load that shifted.
Last thing we need in trucking is more accidents.

If some are upset by the direction this thread has taken i apologise.

i would much rather have them inside it looks so much better and tidy but my step deck has solid rails with only stake pockets that a strap can't go through so i must go over the rail. its solid not the spool and rub rail setup

The handbook link you are referring is current to the 2003 regulations. If you read the 2016 and newer regs you will see that going under the rub rail is only necessary when "practicable", meaning we can go outside the rub rail whenever it is easier for the driver.

Actually the old regs used to say “when practicable”, that was changed in 2006 because it was confusing. The current regulation say nothing about strap placement.

He’s good for 40’ pipes. I probably would have put one or two more over the top.
