He is using one way communication to interfere with others, going beyond the regulated 5-minute rule

Looks like the rule is 5 minutes on, 1 minute off.
If they are following that (and I don't know if they are or aren't) then it's still legal unless some other rule is being broken.
Of course if they aren't ....

 

He's transmitting using greater than 4 watts. He's also disturbing others and preventing others from using the frequency. In order for him to hit NJ from NM he's pushing THOUSANDS of watts. I had a guy talk to me one time with a 1k watt linear. I lost him about 10 miles away. Got him back at about 15 miles then he was gone for good. NJ to NM is like 2000 miles.

YES, he is breaking the law.

FCC quit regulating the CB years ago.
People only see one problem at a time, as was just pointed out.
No one notices anyone else.
