They need live people to do the shut downs - a little thing called due process. One owner having multiple authorities isn't necessarily a red flag. Neither is multiple carriers operating out of one yard - think of multiple, legitimate, 1-5 truck carriers working out of here. There are at least 5 different companies running out of Hribar's lot in Sturtevant.

Every examner who issued a license to someone who clearly couldn't speak or understand English, gets to go to jail.
And every examner who issued licenses to these people who are involved in an accident will be held criminally and civilly liable.

Also, for every OOS violation the CEO of the company faces 30 days in jail. Because that's the prime mover - companies can profit with little to no risk to themselves.
I'd also like to see states doing more enforcement. The last open weigh station I saw was during Road Check. Granted I'm running nights, but can't we get a weigh station running on one random night a week? But that costs money, and it seems like CMV enforcement is a very low priority.
Fun Fact - there's a 'virtual scale' on I-41 South just before the Butte Des Morts bridge. Every day it records more than 20 CMVs over 100,000 lbs. WSP wants to station an officer on the other side of the bridge - if he catches one of these guys a day they could cover his salary in a month. -
