    The article doesn't make sense if you look at the Offices they worked at, and surprised one of them did not get caught much earlier, or the article is missing some Information. The Manager worked at 2 Offices, Arleta which is a Commercial Licensing Office, and Granada Hills, which is not a Commercial Licensing DMV Office. Then the other employee, which worked in the Winnetka Office, which is not a Commercial testing facility either. I wish the article went a bit further into detail.
