    Collins later told police that he’d had four used tires fitted onto the Toyota at 10 a.m. on April 21. He said he drove the Toyota onto the bridge to test the tires when “the car’s steering felt funny and the car began to jump.” He said that he moved the car into the far right lane and got out to see that the front driver’s side tire was shredded. Collins said he made a phone call, then got back in the Toyota, and that the truck hit the car seconds later.

    He probably had a fake temp. tag on the car.

    Some of the states in the northeast allow temporary tags.
    Connecticut issues them,but according to their laws they’re only good for a certain amount of days. He may have let it lapse because he didn’t have insurance.
    Massachusetts doesn’t allow them-you have to get regular plates for the vehicle,even if it’s purchased out of state.

    I think all states have that law about temp-tags.
    Counterfeit paper tags are on sale online and can buy as many as you want. Lots of them around Nevada.

    Not in Massachusetts. When I bought my Camaro in New Jersey a few years back the dealer had to get plates for me from the Massachusetts RMV even though they issued me a temporary tag. The plates were FedEx’d to me before the tag expired.

    In some parts of the country folks skip that and just write "LOST TAG" or "STOLEN TAG" on a piece of cardboard. I saw cars with those tags on them show up day after day at my old workplace for many months.
