No they have to fill out a Driver / Vehicle Examination Report which gets filed federally into the CSA database. They don't do that, there is not going to be any PSP or CSA points for anybody. UNLESS there was a crash and a towaway regardless of DVER reporting. Then carrier and driver will get a point even if the trucker is not at fault-- ask me how I know....
