You should get a "feel": for his present intentions on the up and back. A lot would depend on how he recounts his prior misfortune to you., not a biggie, I really learned a lesson, offers lot of excuses. Sort the evidence he offers.

He needs to get a random every couple of weeks for the first year? That is a dispatching and administrative nightmare.

Followed by quarterly randoms for the following 4 years. No way I would sign myself or anybody else up for that level of oversight/overreach.

Yeah, be very difficult for the loads i run for scheduling that. Gotta load and deliver on same day, sometimes you’ll not get unloaded til after midnight but you gotta be checked in before.
