if any air it should be only temporary, if long lsating its some mechanical failure a check valve , a pressure regulator , possibly a leak in the ground but doubtful . His problem is isolated to one fixture so generally speaking it rules all those out , plus its on hot and cold .

go to hardware store , take old with you to match if inneer or outer threads , put on new aireator , if starts spitting again it sounds like the diverter is taking a #### .

Ya know... Man can learn a lot when he changes locations and has different surroundings. Like, me...
Moved over here and have 3 meals a day with some 40 folk, and got me a new vision. Man sits across the table, one table right. He is brought a styrofoam cup of hot water, with a top. He removes the top, withdraws a bag of Earl Gray tea, then proceeds to dip it exactly 4 times. Dangles the string, snaps on the top, inserts a straw and proceeds to sip.... We had become acquainted earlier as he knew my brother in Columbus. So I catch his dipping one time and jog my left hand in pantomime with him, he smiled... Later, mimicking, I dipped one more time. He looked, nodded his head and firmly stuck up 4 fingers., then 5 and shook his head NO... We banter it back along at times.
I am a coffee and iced tea, never went hot tea. Fine, but 4 dunks? Earl Gray must be strong...
