    CO legalized marijuana. Had a provision a county could "opt out". Have a friend in Colorado Springs. His county opted out. Bought more patrol cars and hired additional men.
    Set up near the adjoining county lines. Arrested more people coming into their county with the goods and resulting fines brought in more than the tax revenue would have. Win, Win.
    This was true at the time or occurrence. May have been modified by now.
    (Shades of sheriffs deputies in I20 median between Shreveport and W. Monroe a few years ago. 2 patrol cars and 1 SUV of dope dogs. Chokepoint of TX to I55 north. Roadside change of careers daily.)
