I read it takes sometimes a month or so for companies to get back to you and others are quick. I need to work some odd jobs to make some money first before i head out to a company. I should have enough money in 2-3 weeks should i start apps now? I just don't want to miss my spot if they are ready to start me right away.

Have you narrowed your company search by any parameters? Do live near a hub of a normal starter company? The closer your base of ops to your home the better, especially in dedicated. Home time is much better if you can park and actually go home. Unless you can park at home then it won't matter as much.

What will you do when CRE,Western Express, Werner respond back? -
If they approve you they will hold a spot. Might not be able to hold a dedicated run, but OTR/Regional they will just ask you what day you can start orientation. If you need a few weeks it won't matter, especially with all the spare trucks out there right now.

I got replies within an hour of applying, also had to chase some up. All of them asked when I would be able to attend, not that I HAD to attend within a certain time frame.
I would apply now, and if any contact you, get all their info and say you will be ready in however many weeks you need. If they ask why, just say you need to give notice at work or need to tie up personal stuff or move out of apt etc before heading out. -
I would think applications have a start date on them. If you are unable to specify then tell the recruiter when they call. The ball is I your court, they (most companies) need you more than you need them.
