Well this goes with the 'if they told you to jump off of a bridge would you do it' notion.
The driver is at fault because he followed directions blindly. Blaming Penn DOT is like blaming a GPS for going down a road one shouldn't have.

Those guys always have such a pack of pilot cars around them (at least the regular ones I see running thru Idaho) I wonder if this was a combination of the route they were on got shut down for a wreck or something and dot/troopers forces them off the freeway onto an unplanned route?

Ill assume since he had a permit that, a route survey was done. Even when given a good route by the state, stuff happens. Ive had it happen before. The states try to absolve themselves from any liability by stating on the permit that " the permittee is responsible for check the route prior to travel" or some kind of statement. Loads that big and have very little room for error... I would have asked the shipper for maybe another carriers number that has done them prior for routing help. We know you dont always get the same route for the same load all the time. Loads this big you'd never get to run the route you pick. You pick the starting address and route that you would want to exit the state and thats about it. The state will route you the way they see fit.
