Right now I'm doing food grade work, so I have a two line hydraulic system that runs a pump at the back of the trailer. I'm thinking when I buy my own truck, I'd like to have the versatility to be able to haul whatever is out there on the load boards.

From what it sounds like I think your best bet would be to find a truck close to what you want, and set it up with your PTO and hydraulics from there. It sounds like you are talking about a tractor with a wet kit and a trailer, not a truck with a tank, and a pup trailer? If it were the latter I would think it would be much tougher to find a truck out there to suit your needs.
Not a tanker, but it took me 2 years of craigslist and truck paper almost nightly, and talking with dealers every month or so to find a used dump truck to suit my needs and wants, and I still ended up having a new body built for it a year later. Good Luckcsmith1281 Thanks this. -

I found out that Prime will charge me $4800 to set up a truck to haul tankers. I can buy any truck I want that meets their O/O requirements and they will send it out to their vendor to have it done.
