You must enroll in the state's employment development department. You must jump through the hoops that are there to be jumped through. They will explain these as I am sure they aren't the same state to state.

Some of the main things are they want to know the money won't go to waste. So they will want to know you could get hired. So you must meet the qualifications of a truck driver. Good background, driving record, etc. They may have some aptitude tests. You will need to find a school that works with the program. When all the stars line up, the school gets paid and you go to school.

Ever looked in to a CR England or a Swift or some larger carrier that gets you your license? Tons of junk talking about these places but it's one of the easiest way to get a license if you can put up with some garbage for a year or so. Then you walk out with a year or two experience and if you play it right with the clean record and all, you'll pretty much be able to walk in to most places and get hired for that good local gig.

    Lepton1 Thanks this.

Google WOIA and your state. Since you are a burger flipper it should be easy to get it funded through WOIA. You will need to show a High School Diploma or take a test showing you have basic read, write, math skills. It is for some of the unemployed and most of the underemployed. A new round of funding was just handed out so it should be easy. I am in a battle for mine, I am having to jump through hoops for some reason. My last visit I was told to come back in a month, but they funded it for a guy working at Wendy's, a woman who was working at Sears, and another guy who was just laid off from an assembly job that was part time. In April I will be at 1 year of unemployed, and they are balking, I just don't get it, I have zero income and living off savings.

    Big Don Thanks this.

They ask for family income and my paycheck stubs. So I'm concerned that my brothers income would hurt me

Am I overqualifed due to my brother's income or should be fine. As a burger flipper with no college im like the literal definition of low skill and low income. But on the application they ask for family income

Why does your brother's income get counted as family income? Unless you are married to him, which would be wierd, as a grown person your "family" now is only YOU until you get married.

I think you will be fine. Be extra clear that his income is his, for paying his bills. He merely lives in the home. They are wanting to know how much of your micky d's money you get to keep or is going to living expenses. As Lepton said, family is YOUR family from a relationship, etc. Household income may change things. Call them or stop by and ask.
