What?!?
First and foremost there is no "implied consent" for what you describe.
You have an obligation to provide proof you are legal to the best of you right ability, that means he can inspect the trucks condition, the insurance and registration (cab card), the bol and related paper work, your log and your license.
Second learn the rules on dot inspections, there are levels of inspection. And they do not include the sleeper except to prove that you have a regulation size mattress, sheets and safety harness. They can't do anything else.
They can't rifle through your stuff, they can't pick through your pron collection or touch your piss jug.
Third if you let them take crap out, it is on you to put it back, it ain't their job to do housekeeping.
And finally if you think they don't know the regs, think again, they do.
Well I had faced cops like this a few times, one was a real prick who I later learned was best freind to my brother-in-laws father.
I got tired of the bs a long time ago and in with my license and my registration/insurance sat my ACLU membership card which I would accidentally hand the cop.
After one started to read me the laws, why he should arrest me for my traffic infraction, he saw the card, he looked at me and told me to ***** off, went back to his car, wrote me a ticket and handed it to me. The cop didn't show to court when I fought it.

I’ve Never heard tell of a DOT cop going inside either. Most they’ve done is stick their head in the window to check ABS light functionality and air pressure gauges. I didn’t even think the law allowed it unles you give them a reason

That type search won't be done by DOT. It can be done by US Customs, but even that is rare. Military and nuclear facilities will ransack a truck and it being done off public property throws your littering argument out the window. But they don't throw your belongings outside. What horror stories are you hearing, and at the end of the story, who comes to the rescue...the US Marshal or the secret service?
