I understand that part, but how do you get away with calling your tank empty if it has placardable amount of product in it?

I have heard that too lol. I mentioned that to the one officer inspecting me at Chowchilla. He probably thought I was full of it.

The scale house wants to stop the overweight loads, not the fumes left inside a dirty tanker. Simple as that.

    It has been answered
By regulation any bulk tank that has had hazmat must have placards in it until it has been cleaned

Not true, once you have a certified washout with the proper paperwork stating so then the driver takes care of removing the placards or flips them to the blank face

If I just pay 200-500, For a washout, they’re removing the placards, the ones on ISO’s are glue on, not flipped.
We was once told, if we got caught removing the placards from a tank container, it could be up to $10000 fine.
We could replace a bad one.
We’re not talking the flip ones in a bracket, they’re not removing, they are closing them.

James j and mustang190 Thank this.

The question was how can a placarded vehicle be considered empty.

A tank is not considered empty til washed, it has residue, if it’s flammable, still flammable product in tank plus fumes.
