If you are talking about a whole state, not just a city, I hate Pennsylvania more than any other state. They have some of the most insanely retarded major road interchanges in the US, and a LOT of US highway miles that are holdovers from cart and wagon trails. The major mountain roads are some of the worst in the nation, even though the mountains are far less severe than west coast mountains.

Pennsylvania is where ETA's go to die.
