I think this is the answer, I worked those days as well, rolled through 3 different scales where they were actively inspecting and just got eyeballed. The one thing we're always told, don't look like a violation and you probably aren't a violation.
CVSA road check stats this year. Many drivers stayed home.

The only reason they advertise this crap is so the motoring public will feel safer out here. Has nothing to do with what they really are up to. They just want to look good, see we're doing our job keeping you safe. Your tax dollars at work.

Fake news… reason they stayed home? no decent paying freight. I worked.through it. but never got stopped. even seen several closed scales during that time.
