The WIOA Program is for people that are unemployed or underemployed.
Once you get a class start date, then start applying for trucking jobs.
You'll get notices from trucking companies that you have job offers contingent on graduating from cdl school and having any required endorsements.
Get all the endorsements while in school so you'll be prepared to start work the day you graduate.

Here's one final thought I have, based on my own experience. The smaller the company, the more likely they are to give you a second chance, BUT, they are going to expect you to take every crappy run, every crappy load, deal with the worst customers, until they build trust in you. This will do two things, 1. hopefully they build trust in you and you move up the ladder till you're treated better or 2. you get a couple year exp. under your belt, your past gets far enough behind you that a better company will hire you and you get into a better position.

Thank you guys! I've been actively reaching out to various companies as well as looking into the WIOA program. I've also been looking at the various other resources and study material that's been shared. It's a lot to take in but I know it will all be worth it

Due to the nature of their freight -- the LTL carriers (like XPO) will naturally prefer someone with forklift experience, for their dock work.
If you don't have any forklift experience -- you can improve your odds of being hired, by going on-line -- & getting forklift certified.
No, it's not as good as actual forklift seat time -- but it's much better than nothing. It will also show prospective employers that you have initiative.
Once hired on with that certification -- your employer will then teach you how to drive/operate their forklifts.
