    Residue - applies to ISO tanks , totes, tanks etc. Placards stay until vessel is clean.

    Drivers not allowed to remove placards from a tanker.
    The tank wash does that.

    Yes.
    And 2 straps minimum.
    And a BoL, because legally anything on the deck is considered cargo. ;)

    I recently got inspected at two different scales with my gopro secured to my empty trailer, no issues with the inspector about it.

    Well I know a guy who used to strap a toy dump truck on his trailer.

    A dot officer wrote him a ticket for unsecured load because it required 2 straps, in case the one came loose, and no bill of lading.
    All for a toy metal dump truck and a homemade sign that said “Undersized Load.”

    guess you don't know much about hauling hazmat do you..?

    As long as it has any residue it must have the placards

    I don't doubt you, but that seems a bit extreme.

    OTOH, I once saw a video clip of a motorcyclist whose cat used to ride on the fuel tank. He had the top of the tank carpeted for traction, and little harness clipped to the seat to keep the cat from falling off.

    He got cited by a trooper for "passenger no helmet."

    So he had a helmet special made for the cat.
