Our fleet has them. They figure it's safer in the yard, forces you to do a walkaround( in theory!).

Swift does that, 5th wheel release on passenger side, trailer dolly handle passenger side. They want the driver to walk around the whole vehicle, might have half a chance to see something wrong, but it's Swift driver so there's that....

I carry short 18 inch and some 12 inch 2x4's for that kind of work. Drop trailer out in the open, dump air bags and put 2x4's on top of the 5th wheel, raise suspension, hook up red air line and back in the requisite distance and drop air bags and drive back out.
Can't get in between to work the dolly handle? Same thing as above except in reverse.
One time I had a real hard time backing to a dock, the trailer on the blind side was too close or something, problem was it had a kingpin lock on it. So i used the 2x4 trick to get under that trailer and pull it forward and over a little bit to give me some more room to get mine in next to it. -
Add up all these answers and you have:

With intermodal, it depends on the chassis, rail chassis generally have them on the left side, pool or steamship chassis generally have them on the right side, no rhyme or reason.
LindaPV Thanks this. -
I just thought of the left twix right twix commercial.... maybe the factory has two lines side by side, and the machine that installs the crank is on the outside of the line. So one line produces right hand cranks and the other left....

The pipe that runs through the trailer landing gear has holes on either end for a handle. If you turn the handle clockwise to lower on the driver side, you would turn counter clockwise to lower on the passenger side. Really want to mess with the next driver's head, put an extra handle onthe non handle side lol so both sides have a handle.
street beater Thanks this.
