I recently got inspected at two different scales with my gopro secured to my empty trailer, no issues with the inspector about it. -

A dot officer wrote him a ticket for unsecured load because it required 2 straps, in case the one came loose, and no bill of lading.

I don't doubt you, but that seems a bit extreme.
OTOH, I once saw a video clip of a motorcyclist whose cat used to ride on the fuel tank. He had the top of the tank carpeted for traction, and little harness clipped to the seat to keep the cat from falling off.
He got cited by a trooper for "passenger no helmet."
So he had a helmet special made for the cat.
